I actually find this perfectly realistic - a country of 80 000 km2 is certainly big enough for air travel. That it's on the inside of a space station's shell the size of a small moon just makes traffic control a bit finickier and pollution more of an issue, but hey, you have 80 km of radius to the centre, enough for condensation trails, high-altitude clouds and (spoiler?) maybe a few spy satellites in "orbit".
