The author writes:

What you see here is the result of an HTML document conversion. These types of things are often used for converting text documents to HTML. This also works on pictures, apparently. You see, I put a Garfield comic into the converter, and it tried to read the image's text. However, what I got was this. I don't even know how to describe it.

Eventually I found out it's supposed to give you a blank page with the picture on it. The converter mistook the Garfield comic for a document, and converted it to text.
