The author writes:

Colour blindness in dogs is not exactly complete colour blindness, since they could still see colour, just not every colour. Deuteranopia is essentially red-green colour blindness, and so is reflected in the above strip from Odie's point of view.

This does not stop cartoonists from depicting dogs as having complete colour blindness, as in only seeing greyscale. One example of this is Pooch Café. As a bonus, here's how dog vision would be depicted if a cartoonist would do it:
