The author writes:

which of the two garfields is the one present in the first panel? it might be the harsh garfield, harshfield, if you will, in the first panel. Harshfield spots a garfield acting out of character, his expression perhaps showing that this is not the life he hoped to lead. he then heads out to censure this miscreant garfield

it might also be the garfield looking happy in the second panel, mirthfield, if you will. mirthfield is not feeling so great, feeling oppressed and hard done by. he then thinks of some positive things, reflecting on the brighter side of life helps him feel happier. however, mirthfield is quickly chided by harshfield, and is reminded of his folly.

A third possibility is that in the first panel, it is an outsider. I can't think of a decent name, so he is observerfield. observerfield looks and reflects on the stupidity of the general population and the existential problems inherent in life and the end of said life, watching harshfield reprimand mirthfield for daring to feel joy.

Maybe it is all three of these at once.
